本书讲述了北宋中期，虽涌现出晏殊、范仲淹、欧阳修、包拯、司马光、王安石等名臣，却面临内忧外患，社会危机日益加重。在如此大环境下，北宋开启了变革时代。仁宗任用范仲淹等人施行新政，但因触犯了贵族官僚的利益，反对势力庞大，改革旋即中止。英宗重新起用改革派重臣，试图裁救积弊，但因过早病逝，少有作为。神宗继位不久即召王安石赴京，推行变法。在守旧势力的攻击下，勉力维持新政。此后，宋军两次败给西夏，神宗郁郁而终。高太后垂帘听政，新法被废止。高太后死后，哲宗亲政，罢黜旧党，起用新党，恢复新法。但此时，新法已沦为党争的屠刀，改革的本质丧失殆尽。赵家四代皇帝苦苦支撑的变革时代就此终结，北宋的历史也将步入尾声。
